    In recognition of his career accomplishments, the Santa Ana police building on Thursday will be rechristened the Paul M. Walters Santa Ana Police Administration Building.

    After serving as a police officer for nearly 15 years, McLaughlin founded Evidence-Based Incorporated in 2003. The company provides comprehensive evidence-based risk-assessment services and systems that help the courts, police agencies and municipalities do their jobs better, faster and more cost-effectively.

    Earlier this year, the company introduced a campus security program that provides schools with Campus Security Officers (CSOs). The CSO program collaborates with schools and law enforcement agencies in creating and implementing comprehensive campus-safety plans. In addition, it provides onsite, specially-trained safety officers to augment schools' existing safety personnel, as well as mental health resources and other services. The company comprises expert managers in the fields of school policing, training, gang and narcotics enforcement, and tactical response situations. The CSO program has been implemented in the Beverly Hills Unified School District and at the NOVA Academy Early College High School in Santa Ana, California.

    Walters served as Chief of Police in Santa Ana, California, from 1988 to 2013, making him the longest-serving chief in a major city in modern United States history. He was recognized by President Bill Clinton for Community Policing innovations, leadership and accomplishments in lowering crime. He was also recognized several times by the California Attorney General, the Governor of California, the U.S. House of Representatives and the U.S. Senate and the Orange County Board of Supervisors. In 2009, Walters received the Department of Defense's highest award, the Employer Freedom Award, and was personally recognized by President Barack Obama and Secretary of Defense Robert Gates for exceptional leadership, support and personal devotion for supporting the National Guard and Reserve.

    He was also recognized as a national innovator and leader in policing, received the Director's Award from Director of the FBI, Louis Freeh, for exceptional public service and leadership. Walters was only the second person in the history of the FBI to receive this award who was not an FBI employee.

    Walters was asked by the Mayor of the City of Santa Ana and City Council to serve as the Interim City Manager to serve as the interim City Manager/CEO in June 2011, while continuing to serve as the Chief of Police. In 2011-2012, he led the city from impending bankruptcy at a $30 million deficit to solvency with $20 million in reserves.

    Walters received a Masters Degree in Public Administration from the University of Southern California. He received a Bachelor's Degree in Criminal Science from California State University, Fullerton and graduated with a Bachelor of Science and JD Law degree from the American College of Law.
