June 13, 2007 - According to London estate agents Barnard Marcus, homeowners appear to have welcomed the delay as an opportunity to get their homes on to the market without having to fork out the extra costs for Hips - now due to be launched in August.
"After the government made its announcement on May 22, instructions surged 69 per cent last week," said Vito Rausa from Barnard Marcus.
"Hips will still be introduced on August 1st for properties with four bedrooms and above and will eventually be phased in to include all properties.
"So, while the government decides on the best way to introduce Hips, we have a very healthy market."
Hips have come in for criticism from many in the housing market for the added expense that they impose on homeowners - many of whom will already be financially-stretched.
Julian King, director of National Homebuyers commented in May that: "Ahead of the planned launch of Hips, the number of instructions to sell properties rose for the second month in succession, following directly on from the longest decline in seven years.
"Homeowners had been rushing to sell their homes before June 1st in order to avoid having to pay the estimated £500 fee for a Hips Pack."
