League of California Cities Names McDonough Holland & Allen PC Shareholder Iris Yang to Legal Advocacy Committee

McDonough Holland & Allen PC Shareholder Iris Yang Named to the League of California Cities' Legal Advocacy Committee and Shareholders Stacey Sheston and Harriet Steiner Tapped to Chair Chapters for League’s Municipal Law Handbook.


Sacramento, CA (1888PressRelease) August 11, 2009 - McDonough Holland & Allen PC Shareholder Iris Yang has been appointed to the League of California Cities’ (League) Legal Advocacy Committee as a representative of the Channel Counties Division. The committee, comprised of 20 select city attorneys throughout the state, advises the League (www.cacities.org) on cases posing significant legal issues for cities in which the League may wish to participate. In addition, the League is preparing the 2010 edition of the California Municipal Law Handbook, and McDonough Shareholders Stacey Sheston and Harriet Steiner have been chosen to chair chapters on personnel and finance topics, respectively.

Yang’s law practice involves representing public agencies in transactional and litigation matters. She has counseled numerous public entities in the adoption and amendment of redevelopment and the negotiation of development agreements, and represents clients in a wide range of litigation matters, including land use and CEQA issues, First Amendment challenges, validation actions, and conflicts of interest.

Yang serves as the city attorney of the City of El Paso de Robles, as well as special counsel to the redevelopment agencies of Santa Rosa, Modesto, Vallejo, Santa Cruz, South Lake Tahoe, Ceres, Marin County, Lincoln, Richmond, Auburn, Ukiah, Oakdale, among others. Yang earned her J.D. from the University of California, Davis School of Law (1982), her M.A. from Stanford University (1977) and her B.A. from Wellesley College (1972).

Sheston is McDonough’s Public Law Practice Group leader. She advises public agency employers in a wide array of employment law matters, such as dealing with problem employees, responding to grievances, drafting employment/separation agreements, investigating harassment and discrimination complaints and conducting trainings, and participating in labor negotiations both at the table as negotiator and as an advisor regarding contract drafting and policy issues. Sheston also represents public entities in litigation, including eminent domain and other public agency trial cases. She earned her J.D. from the University of California, Davis School of Law (1996) and her B.A. from Drake University (1990).

Steiner, a member of McDonough’s Public Law Practice Group for more than 25 years, serves as city attorney, general counsel and special counsel to a number of cities, special districts and joint powers agencies. She particularly focuses on land use and environmental issues, telecommunications law and cable franchising, wastewater and municipal water, public financing, and transportation matters. Steiner also represents public agencies in litigation related to the California Environmental Quality Act, land use, public financing and development impact fees, and Proposition 218. Steiner earned her J.D. from the University of the Pacific, McGeorge School of Law (1983), her M.A. from the State University of New York, School of Information and Library Services (1973) and her B.A. from the State University of New York, Harpur College (1972).
