September 08, 2007 - The packs, which are already mandatory when selling a house with four or more bedrooms, are to be expanded from September 10th.
It means that anyone with a property of this size will need to fork out for a Hip before putting their property on the market.
Communities minister Baroness Andrews announced the news by saying: "We are now ready to start rolling out Hips and EPCs [Energy Performance Certificates] to the next part of the market as promised and improve a home buying and selling process which currently is not working for consumers or the environment."
Critics of the packs claim that home sellers will be put at a disadvantage as they will have to pay for the packs which cost in the region of £500.
With the announcement that Hips will be mandatory for properties with three or more bedrooms by September 10th, many homeowners will be looking to make a quick property sale.
National Homebuyers is the country's leading 'sell home fast' organisation, purchasing thousands of properties from homeowners who need a quick sale. Director Julian King says: "As we are direct to the vendor, we are able to purchase properties without the need for a Hips pack in place.
"In July we saw a huge increase in the volume of business we were conducting.
"This is partly because homeowners were either confused about or unwilling to shell out for a Hips pack. We predict a similar situation in the coming few weeks as home sellers look for alternative, cost effective ways of selling their house quickly".
