May 23, 2007 - According to the Royal Institution of Chartered Surveyors (Rics), the number of instructions to sell properties rose for the second month in succession, following directly on from the longest decline in seven years.
Ian Perry, a spokesperson for Rics, believes this increase is a direct response to Hips' impending roll-out on June 1st.
Homeowners have been rushing to sell their homes before June 1st in order to avoid having to pay the estimated £300-£500 fee for a Hip.
"The fear of paying the upfront buying costs of Hips has pushed more property onto the market," Mr Perry confirmed.
"This will continue throughout May but conditions should tighten if Hips goes ahead on June 1st as sellers withdraw from the market."
Homeowners could avoid the otherwise mandatory Hip if they sell their home to National Homebuyers.
