EC Changes the Regulations for Ethyl Lauroyl Arginate HCl in Cosmetics

  • (1888PressRelease) January 22, 2017 - On July 11, 2016, the European Commission created a separate category of cosmetic product for mouthwashes and amended the restrictions regarding the use of Ethyl Lauroyl Arginate HCL as a preservative.

    Following the publishing of Commission Regulation (EU) 2016/1121, mouthwashes have been identified as an individual category of cosmetic and personal care product under Annex V of Regulation (EC) No.1223/2009. The new regulation permits a maximum concentration of 0.15% by weight, for Ethyl Lauroyl Arginate HCL in mouthwashes. The exception is mouthwashes for children under the age of ten, which must contain no Ethyl Lauroyl Arginate HCL.

    The other categories of cosmetic and personal care products, with the exception of lip products, oral products and spray products, are authorized to contain a maximum concentration of 0.4% by weight of Ethyl Lauroyl Arginate HCL.

    The change in regulation reflects a change in opinion as outlined in SCCS/1519/13 and SCCS/1543/14 from the Scientific Committee on Consumer Safety (SCCS).

    The new entry came into effect on July 31, 2016.
