Chemical and Microbiology Issues Cause Recalls Spike for Cosmetic, Personal Care and Household Products

  • (1888PressRelease) April 27, 2017 - The European Commission's rapid alert system for product notifications (RAPEX) reveals a 63% increase in the number of cosmetic and personal care product recalls: 124 in 2016 compared to 76 in 2015. Chemical and microbiology issues were the most common reasons for recall, accounting for 117 of the 124. Health risks, choking and burns were the next most common issues.

    The SGS 2016 RAPEX Recalls report helps manufacturers and retailers to produce or source better products through gaining an understanding of why products are recalled, the product categories and their countries of origin.

    The five most recalled cosmetic, personal care and household (CPCH) product categories in 2016 were:
    1 Bath/body wash, skin cleansing (18)
    2 Incense sticks and other scents (13)
    3 Skin-lightening products, cream (13)
    4 Tattoo inks (10)
    5 Hair dyes/colorings (9)

    The report highlights the most frequently implicated substances in the recalls:
    • Preservatives (paraben, Methylisothiazolinone [MI/MIT] and Methylchloroisothiazolinone [MCI/CMIT])
    • Phthalates
    • Heavy metals
    • Formaldehyde
    • Polycyclic aromatic hydrocarbons (PAHs)
    • Hydroquinone

    Country of Origin
    The recalls for CPCH products reflect the complexity of this global market, with the United States having the most with 22, followed by India (19), China (16), France (8), UK (6) and Poland, Germany and Greece with 5 recalls each.

    Labeling Concerns
    In 2016, nine CPCH products (in both cosmetics and detergents) were recalled due to issues relating to their labeling - either allergens were not indicated in the list of ingredients, or the labeling was not compliant with the relevant regulation.

    Recalls also occurred when the products (e.g. bath soaps) were mistaken for a foodstuff, due to their packaging, form or color. Manufacturers must ensure that their products comply with the applicable regulations and SGS can help by completing a labeling review.
